This guy has 4 graphic images above his adsense banner. He's using a tag on the images I'm not familar with:
document.write("<img src='" + imlocation + randomimage()+ "' width='85' height='70' border='1' align='bottom' style='cursor: hand'>");
This makes the images seem like you can click them. (the little hand appears)
Nothing happens when clicking so naturally the user starts clicking like mad and clicks the adsense ad below.
Interesting...

According to Google's TOS, you MUST separate the ads from the graphics with a border, for example. As it stands now, this is against Google's TOS. If he puts a <HR> line between the graphics and the Ads he will be fine

Can you show me where it says that in the TOS? I can't find it. Please post a link and item number, or I'll assume this is just another rumor based on a guess.

I wasn't talking about the javascript.
style='cursor: hand' on the images makes them appear clickable...this is deceptive

As an update...
Adsense has been completely removed from this site....looks like they've been banned.

The site still seems to have the AdSense ads on it...
Though I have a hunch someday it will indeed be banned or asked to change that page...

Adsense Ads are still there. I do not think it has any issues. I came across the following site http://www.studentcreditcards.cc which has a Google PR 4 which has a similar placement.

Well the student credit card site you mentioned is actually showing Yahoo! ads and not Google ads.
Also, I doubt it matters what PR you have, you can still cross over the line and break some rules. Web sites change and anyone can change their layout at any point without google doing anything about it for awhile.
