They say it themselves, it is a prediction, but it may not be true. That's easy.

On all my sites, they predict that the PR will become what it already is. Simple. No value.

I'll make a prediction too: If you are pregnant, I will predict what sex the baby will. The prediction will cost you $1. If I'm wrong, you get your dollar back, of course. I have a good track record, I'm right in 50% of pregnancies, that's better than people predicting stock values or next Friday's high temperature!
