Hi,
I use two different site for link exchanges, to get my site out there for better SEO. They are: Link Metro and Content Relay.
Link Metro (http://www.linkmetro.com)
Content Relay (http://www.contentrelay.com)
You can join for free and manually insert the links to your site, or you can upgrade to a premium membership and have SQL automatically inserted into your site for quicker and easier link exchanges.
I find that Link Metro is the best of the two, but I have to keep checking my reciprocal links and make sure my link is on the other sites too. They have reports for this. There is the occassion that they don't post your link, and you have to keep on top of it.
