I see the power of the pictures right above the ad. I clicked all four ads before realizing it was a google ad!

I was surprised too, they really look good, maybe it's the girls who distract the eyes from the "ads by google" in the bottom right corner.
They could have done better on the third adsense block in the article, better blending and using a float:left to have the text wraps around the ad.

pretty effective, but a sloppy looking site, so I probably wouldn't stick around long enough to click anything...

No I don't think so. But the best way is for the concerned webmaster is to ask Google directly, he/she will get an informed answer quickly.

Google have repeatedly said they want an <hr> or something else to seperate the pics from the ads (his do not line up either when adsense decides to only show 3, 2 or 1 ads).

That's not what they told me when I asked a while back... in fact, I've never seen anyone else mention this & I've seen dozens of threads about this exact thing.

Google might be a little touchy on this integration because the pictures relate to what the ads are about, that said it does have a line inbetween the ads and the pictures so Google would probably let it slide I'd imagine.

I think you should be playing safe rather than regret later that google remove your account because of problems related to this. However as long as you don't cheat, you should be safe :)

Here is an email from Google to someone who was asking about this very question.
Thanks for your email. In general, you're welcome to place images near
the
Google ads on your site. However, some implementations are not
permittedby our program policies, so we ask that you exercise some caution whenchoosing or placing the images.
To be specific, we ask that publishers not place misleading images near
Google ads or use images that appear to be directly associated with the
advertisers and their offerings. Such images may draw undue attention
tothe ads and prompt unintentional user clicks, thereby artificially
inflating advertiser costs. As you may know, drawing undue attention to
ads is in violation of our program policies, so we're unable to approve
the placement of all images next to Google ads.
If you choose to experiment with placing images directly next to the
ads, I'd strongly encourage you to maintain a visible border around the ad
units to reduce the possibility of confusing users.
For additional questions, we suggest you visit our AdSense Help Center

So as I said earlier related images and probably going to get you in trouble. Now I'm not an expert on the issue but I think Google was to keep the Google Ads border if you want to put images next to your images, but from what I can tell they are satisfied if you are willing to place something like a <hr> line, but don't quote me on this.

Mike Cheney of Adsense Video fame actually gives the code for doing just this. His site http://www.seniority.co.uk/contributions/funandgames/ uses this on many pages and I am sure that if there was going to be a problem with Google he would not have put it in the video.
I also put a border around the pictures but it does not specify that.
