I have seen this Adsense ad pop up on some of my sites. Does it look like "legal" implementation to you?

I think I can say that on the basis of "labeling" an ad then they have violated the ToS.
"Don't Visit Barbados Until You Read These Shocking Guides. Your Trip Will be 10X Better!" could be deemed as labeling that top block of Google Adsense ads.

The problem is that these sort of pages are 'incentivising people to click the ads' - which is against the TOS...
There is also sod all content on the page which doesn't help either - I'm surprised any ads come up at all...nice try though, these people usually earn quite a bit before getting found out.
Unfortunately I can't afford to crash and burn so I am sticking to the rules (as far as I know!).

Content was either lifted from http://ezinearticles.com/?Barbados---Eastern-Caribbean-Fun-Spot&id=233804 or it is the same person doing both sites...which I seriously doubt.

The articles are unquestionably the same, but I doubt someone writing something like that which appears on the ezine would post it on such a suspect site as the one with the nice island theme music :) The writing in the ezine is well thought and of good quality and thus a ripe target for being ripped off for sites looking for a quick buck before they get shutdown for TOS violations. By the way, they have an article on Bermuda as well in case anyone is looking for vacation spots :)
My only question about the ezine site is...don't they have one too many Ads on their site? I count four and I thought three was the limit?

no thats ok - its 3 content ads, I link unit and 1 search box, if they wanted to go for the full set they could add 2 referral units too!!!

Unless I'm counting wrong it's 4 link ads, 1 link unit, and a search box. From top to bottom: Search box. Then a link ad (468x60), then two link ads (one right on top of the other on the right side of the page--both 336x280), then one more link ad at the bottom left (just below his picture, a 160x600)

Their Adwords ad has very similar text.
I have put the domain on my BLOCK list, but if you go to Frommers.com you can see their ads show up in various Caribbean destinations.
