I signed up for this one a couple years ago, but forgot about it:
http://www.adgenta.com/
You set the ads by keywords or categories, so they are not really contextual. I did not use this after I signed up, because I figured they were not compatible with Adsense. With the new Adsense TOS, there should be no problem using them together on the same pages. I am going to set the background color "different" on the Adgenta ads just to make sure.
Only one ad per "ad unit" so usage is limited. Limited sizes, too. But they might help to fill in some "holes" in your pages.
The site suggests you sign up with their Qumana (http://www.qumana.com/) blog editor (free, I think). Qumana is setup to interface with the Adgenta web site to customize your ads.
